After the successful relaunch of their prototype store in Oakland, and using the Oakland Store as a showcase to prospective landlords, Goodwill was able to expand with new stores in retail locations of a higher class than they typically had been located, having cast off their image as run-down second hand store catering to very poor to a updated modern thrift store catering to people of all backgrounds. They also renovated many of their existing locations using the standards set forth in the prototype to the extent allowed by the landlord or local jurisdiction.
Renovations and build-outs were completed at 13 locations over four years all within budget.
